The ingredient disclosure for Cat Litter Deodorizer Powder, material 40002792, is consistent with that, since fragrance is on the list.
The page cites the maker's own lab tests, which found lower odor levels after 9 days than litter alone. That is the maker's claim, and it compares against litter alone rather than promising nine odor-free days.
